there are some events where navigation is not active

Here's a list of events you can't use to navigate:

* prepareMovie
* beginSprite
* prepareFrame
* alertHook     -- actually , you can, but Director crashes

I am not certain that this list is exhaustive.

If you need to navigate at the very beginning of a movie, you need to
use startMovie().  At the very beginning of a sprite, you need to use
new() (before the behavior initializers have been set).
